The great incident in which the Russian regular army invaded Ukraine on February 24, 2022, had a great impact on the world. Until then, the military was understood as a deterrent to prevent war between modern states.
However, the permanent members of the UN Security Council, which possesses nuclear weapons, threatened UN member states that do not possess nuclear weapons with a one-sided claim, and openly invaded the military,
implying the use of nuclear weapons. This reality has changed the way we think about security in the world.
The previous concept of security was to deter the warfare between states, but the new concept of security was transformed into a warfare between totalitarian nations and democracies.
In other words, it has turned into a warfare between a tyrannical nation that seeks to change the status quo by force and a democratic nation that seeks to maintain an international order based on law.
In addition to the attacks of gunpowder weapons, it was found that means such as information warfare, psychological warfare, and publicity warfare that make full use of the Internet play a major role
in the methods and means of war. Russia, China, and North Korea, which are totalitarian nations possessing nuclear weapons, exist next to Japan.
China is keenly aiming to incorporate the Nansei Islands, together with Taiwan and the Senkaku Islands, into its territory. A lot of information needs to be collected and analyzed when considering the security of Japan and Taiwan.
The 7th Japan-Taiwan Strategic Dialogue will take up the crisis in the Nansei Islands and discuss possible diplomatic and defensive actions of Japan and Taiwan during the crisis. By discussing the possibilities of all actions,
we would like to consider ways and means of deterring new warfare.
